Seaman Justin Howell, a native of Mooresville, bid farewell to the officers and crew after completing a successful, 2-year tour aboard USS Constitution, Wednesday. Duty aboard USS Constitution is one of the Navy’s special programs and all prospective crew members must meet a high standard of sustained excellence and interview to be selected for the assignment. Howell has served in the Navy for two years, and USS Constitution is his first duty station. Howell is a 2015 graduate of Mooresville Senior High School.
