WSOC is reporting police have arrested 18 yr old Angel Manuel Basurto-Mendoza, in the shooting and killing of 17-year-old Vladimir Antonio Garcia in North Charlotte earlier this month. Basurto-Mendoza will be charged with murder and conspiring to commit robbery with a deadly weapon. Authorities said Basurto-Mendoza was previously arrested and charged in June for a stolen car.
