The small town of East Spencer, near Salisbury in Rowan County, has seen a housing boom. After nearly ten years of no single new homes being built and sold, currently, there are now 15 new homes in various stages of completion with plans for more on the way. Mayor Mallett says there’s something contagious about the new development because it spurs existing property owners to make renovations or clean up their property.
