The Asheville Citizen Times is reporting that lower speed limits are coming to some residential streets in Asheville. A city traffic engineer said this will be the first of many similar changes as Asheville answers calls from concerned residents — and attempts to shake its ranking as the No. 1 city in the state for pedestrian crashes.
